Torfaen council is asking residents to have their say on changes to dog controls in the borough. Currently it is an offence to fail to remove dog fouling on any land to which the public has access, or to allow dogs onto school grounds, designated play areas or marked sports pitches. Dogs are also excluded from the lapwing breeding area near Garn Lakes Nature Reserve in Blaenavon. Under a new Public Spaces Protection Order (PSPO) failure to remove dog fouling would remain an offence, but the current dog exclusion zones would be revised to reduce the number from around 250 to 150. Greater Gwent Citizen’s Panel The Welsh Government introduced the Social Services and Wellbeing (Wales) Act on 6th April 2016, bringing together several existing pieces of legislation. Welsh Government were keen from the outset to hear the views of citizens about the new law and how it is working, so a number of Citizen’s Panels have been developed at a national and regional level. The role of the Citizen Panel is to collect, collate and pass on the views of people affected by the Act to the Welsh Government via the Regional Partnership Board. What is the Panel?
